Mushawarat delegation meets HRD Minister on OBC quota in Jamia Millia

New Delhi: A high-level delegation of the All India Muslim Majlise Mushawarat met Union Human Resource Development Minister Kapil Sibal on Tuesday to express their concerns over implementation of OBC quota in Jamia Millia Islamia and some provisions of the Right to Education Act.

The Mushawarat delegation headed by its President Zafrul Islam Khan presented the Union Minister with a memorandum, and discussed two issues with him – implementation of OBC quota in Jamia Millia Islamia as University Grants Commission is regularly sending ultimatum to the university, and Right to Education Act which has been passed by the Parliament.



Besides Khan, the delegation had Maulana Ejaz Aslam, General Secretary of the Mushawarat, Maulana Asghar Imam Mehdi Salfi, General Secretary, Markazi Jamiat Ahle Hadees, Mujtaba Farooq, Secretary, Jamaat-e-Islami Hind and Prof. S M Yahya

The delegation told the minister that as minority character issue is pending with National Commission for Minority Educational Institutions, implementation of the OBC quota will influence the case and once implemented it will be difficult to remove the quota from the university.

Union Minister Sibal said all central universities are bound to implement this quota and no concession can be given to a particular university. He, however, maintained that he has not yet taken a decision on the issue and he will take the decision after due deliberation.

About Right to Education Act, the delegation told the minister that this Act should not be implemented on madrasas. Also, the delegation said, the Act asks private schools to comply with guidelines of schools laid in the law, otherwise they will be closed. The government itself is not going to open schools but wants to close those running. This will be against the rights of education, the delegation said.

The minister told the delegation that madrasas do not come under the purview of this law. He also said that according to the law government is bound to open school in every area. If the government doesn’t do so, people should approach the court. He, however, promised that if government does not open school in an area, private school of that area will not be closed.
