The government said the anti-terrorism court (ATC) in Rawalpindi had requested to initiate proceedings under section 87/88 of criminal procedure code but the plea had been rejected, Online news agency reported.

The government petition contended that legal formalities had not been fulfilled by the court in its decision rejecting the application.

Both Kasab and Ansari are in a Mumbai prison, awaiting the judgment in the 26/11 attack case.

Ten heavily armed jehadis of the Pakistan-based Lashkar-e-Taiba (LeT) targeted two luxury hotels, the city’s main, historic train terminal, a hospital and a Jewish centre of worship in south Mumbai between Nov 26-29, 2008, killing 166 people, before nine of them were gunned down by Indian security forces. Kasab was the only one captured alive.

Ansari and Sabahuddin Ahmed, both Indian citizens, were part of another LeT module that helped in planning the attacks.
