“Delhi Police constable Ram Niroha, of the security wing and posted as PSO with Sajjan Kumar, had informed the security wing Feb 17 that he (Sajjan Kumar) has gone missing. On this, he was suspended and a probe was launched to establish the truth behind his claim,” a police source said here Thursday.

“Movements outside his (Sajjan Kumar’s) house are being monitored. Probably he has gone underground to evade arrest,” the source added.

A city court issued a non-bailable warrant (NBW) against Sajjan Kumar Feb 17. However, the Central Bureau of Investigation (CBI) was unable to arrest him.

On Feb 23, the court issued a fresh NBW against him, after the CBI informed the court that they had conducted four raids at different places to apprehend the accused in the cases, including Sajjan Kumar, but failed to arrest anyone except Girdhari Lal, an accused in a case at Delhi Cantonment.

The court pulled up the CBI, saying the bureau was not working properly.

“Is this the manner in which the premier investigating agency is working? Why were efforts not made in the night hours when there was a high probability of the accused being present in their homes? It seems that CBI is not interested in investigating the matter,” the court said.

Sajjan’s lawyer, however, had told the court that he is not running away but just waiting for Delhi High Court’s order on his bail plea.

The CBI had filed a charge sheet against Sajjan Kumar and others in two cases for allegedly instigating mobs after the assassination of then prime minister Indira Gandhi Oct 31, 1984.

Over 3,000 Sikhs across Delhi were killed in the communal frenzy in the days following the assassination.
