“The government would ensure that adequate and stringent provisions are there in the Himachal Pradesh Apartment and Property Regulation Act, 2005, so that land developers are made more accountable,” Public Works Minister Gulab Singh Thakur told reporters.

He said new areas, identified for development of colonies and apartments, should be barren and non-agricultural land.

“Moreover, the developer should ensure basic amenities such as roads, water supply and sewerage, water harvesting structures and street lights in the upcoming colonies.”

Thakur said licences granted to the developers should be issued for a period of three years and thereafter renewed for a period of two years.
