Jammu: A compensation of Rs 4 lakh will be provided to the next of kin of civilians killed due to militancy who do not fulfill the eligibility criteria for appointment in government service, Jammu and Kashmir Government said.
Manhor Lal Sharma told the Assembly that the step has been taken in the light of recommendation made by a working group on “confidence building measures (CAMS) across the segments of society in the state.
The Union Ministry of Home Affairs has also agreed to fund the scheme.
An amount of Rs 4 lakh is deposited in the name of beneficiary in the nearest Branch of Jammu and Kashmir Bank in a fixed deposit account for period of three years.
“The amount of interest accrued on the fixed deposit is credited directly by the bank to the beneficiary’s saving account on monthly or quarterly basis as per the option of the beneficiary to ensure regular flow of minimum income,” he said.
The beneficiary has the option of drawing the principal amount after three years.
He said the cash compensation is provided to such beneficiaries who do not fulfill the eligibility criteria for appointment in the government service in the normal course.
However, in cases which are covered under the rules, the beneficiary has the option of either opting for appointment or the cash compensation, Sharma said.
The Minister said 2433 cases have been settled by way of appointment and 1803 cases by way of payment of cash compensation involving an expenditure of Rs 67.745 crore.
He said out of 3,645 cases pertaining to the valley districts, 2282 case have been settled through appointment and 1242 cases have been settled through cash compensation.
