Will not allow promotion quota bill to be passed, says SP

New Delhi : The Samajwadi Party (SP) Monday said the bill to provide reservation to Dalits and tribals in promotions was unconstitutional and the party will not allow it to be passed.

SP leader Ram Gopal Yadav said Minister of State for Personnel V. Narayanasamy’s move to present the bill for consideration and passage in the Rajya Sabha Monday was not as per the rules of procedure of the upper house.

“It cannot be taken on record,” he said.

Asked about the possibility of SP members being expelled from the house to facilitate passage of the bill, Ram Gopal Yadav said they were ready for expulsion.

“We will not allow it to be passed. It is unconstitutional… It will create social discord,” he said, adding that his party will continue to oppose the passage of the bill.

“It has been brought to undo the decision of the Supreme Court,” he said.

Narayanasamy sought to move the Constitution (One Hundred Seventeenth Amendment) bill for consideration and passage in the Rajya Sabha Monday but the SP members disrupted proceedings, trooping near the presiding officer’s podium and raising slogans against the bill.

The house was adjourned for the day in the din.

The bill, which meets a major demand of the Bahujan Samaj Party, seeks to provide reservation in promotions for scheduled castes and scheduled tribes.
