New Delhi : The standard bidding documents (SBDs) for auctioning of power plants would be finalised only after discussions with the ministry’s advisory group, Power Minister Jyotiraditya Scindia said Tuesday.
“Before taking them (SBDs) to the EGoM (Empowered Group of Ministers), we will discuss it with the advisory group, which will meet in the next two weeks,” Scindia told media persons here.
The advisory group, constituted by the power ministry, met Scindia Tuesday to discuss issues confronting the power sector like the new bidding norms, fuel shortages and the pooling of imported and domestic coal prices.
Scindia had earlier said that the new bid documents for Case-II type of bidding were ready and awaiting clearance from the EGoM.
In Case-II type of bidding, a captive coal block is clubbed along with the power station for sourcing fuel.
Disclosing that there were apprehensions on the SBDs expressed by the advisory group, the minister said there was “no harm in recirculating those documents and getting fresh inputs”.
The advisory group comprising power sector developers such as Cyrus Mistry, Anil Ambani and G.M. Rao and leading state undertakings like NTPC, Power Grid and Power Finance Corporation. It also includes former bureaucrats from the power and environment ministries.
The new SBDs would speed up the process of awarding 4,000 MW ultra mega power projects (UMPPs) in the states of Odisha, Tamil Nadu and Chhattisgarh.
