Mohan, a 1986 batch Indian Police Service (IPS) officer of the Arunachal Pradesh, Goa, Mizoram and other Union Territories cadre, will replace the present state DGP Kishen Kumar.

“Outgoing DGP Kishen Kumar was given a guard of honour Monday, while we will be receiving the new DGP Tuesday,” a Goa Police spokesperson said.

Kumar, who had a tumultuous tenure in office since his posting to Goa in 2011, was linked to the state’s infamous drug mafia by a legislative committee which was appointed to probe the police-drug mafia nexus.

The report, tabled in the state legislative assembly in 2013, described Kumar as a “kingpin” in the nexus.

“The committee is of the firm opinion that DGP Kishen Kumar (IPS) of the Goa state is the kingpin in the state police structure which protected and sheltered the drug mafia,” says the report authored by chairman of the House committee Francisco Pacheco.

“The DGP who presided over the police establishment when the committee conducted its work, was the lynch-pin of this nexus, since he led this denial drama before the committee,” the report added.

However, the report was not accepted by the Bharatiya Janata Party-led state government.
