Ceasefire accord with five northeast militant groups: minister

New Delhi : The government has signed ceasefire agreements with five militant groups in the north eastern region and suspended operations against them, though violation of ground rules has been observed, parliament was informed Tuesday.

In a written reply, Minister of State for Home Radhika Selvi told the Lok Sabha that the groups are National Socialist Council of Nagaland (Isaac/Muivah), National Socialist Council of Nagaland (Khaplang), United Peoples’ Democratic Solidarity (UPDS) Dima Halam Daogah (DHD) and National Democratic Front of Bodoland (NDFB) in Assam and Achik National Volunteer Council (ANVC) in Meghalaya.

She said up to July 31 this year, 32 civilians were killed due to militant activities in the northeastern states while 72 people were kidnapped and one security personnel lost his life.

However, the civilians killed in 2006 were 56 compared to 121 in 2005 while seven security personnel were killed last year, Selvi said.

She said implementation of the ceasefire and suspension of operations is reviewed regularly through meeting of the Joint Monitoring Groups set up for this purpose, and action is being taken on a continuing basis to ensure that violations do not occur.

This includes action to see that the cadres of these groups move into camps, sharing of intelligence and continuous review of deployment and joint operations including action in accordance with law when cadres of these groups are found indulging in criminal activities, Selvi said.
