Will the Minister of HUMAN RESOURCE DEVELOPMENT be pleased to state:-
(a) whether there is no uniformity in availability of engineering colleges for higher studies in the country;
(b) if so, the reasons therefor;
(c) whether the majority of engineering colleges in the country are located in Tamil Nadu, Karnataka and Maharashtra;
(d) if so, the reasons therefor;
(e) the number of engineering colleges in each State/Union Territory at present; and
(f) the steps taken/proposed to be taken to have uniformity in the availability of engineering colleges in the country?
ANSWER
MINISTER OF STATE IN THE MINISTRY OF HUMAN RESOURCE DEVELOPMENT(SMT. D. PURANDESWARI)
(a) to (d) Yes, Sir. Engineering Colleges are set up by the State Government and through private enterprise after approval of the All India Council for Technical (AICTE). Since the decision of setting up the institutions rests either with the State Government or the self-financed institutions, there is no uniformity in the availability of engineering colleges.
(e): The number of engineering colleges in each State/Union Territory is at Annexure.
(f) For removing regional imbalance, the AICTE has allowed establishment of new Engineering Institutions with at least three conventional branches as a mandatory requirement in the States where the number of seats available in engineering colleges per lakh of population is more than the All India average, whereas in the States where the number of seats available in engineering colleges per lakh of population is less than the all India average, no such restriction is applicable.

(a) the names of areas where Piped Natural Gas (PNG) for cooking purpose is being supplied in the National Capital Region;
(b) the time by which a scheme is likely to be formulated to supply PNG in Ghaziabad, Noida and Muzaffarnagar;
(c) whether the Government is considering to supply PNG to other districts of Uttar Pradesh and Haryana also;
(d) if not, the reasons therefor?
ANSWER
MINISTER OF STATE IN THE MINISTRY OF PETROLEUM & NATURAL GAS (SHRI JITIN PRASADA)
(a) to (d): Presently, PNG is being supplied in Delhi, Noida, Greater Noida, Faridabad and Gurgaon in the National Capital Region. Further, Petroleum & Natural Gas Regulatory Board(PNGRB) plans to roll out a plan for five years for CGD Network Development in 333 cities as mentioned in Annexure – I which includes Ghaziabad and Muzaffarnagar. The cities of UP and Haryana where PNG is envisaged are mentioned in Annexure – II.

(a) whether the Government proposes to open the CNG/LPG filling stations in Bundelkhand and Muzaffarnagar areas of Uttar Pradesh during the next three years; and
(b) if so, the details thereof?

(a) & (b): Petroleum & Natural Gas Regulatory Board (PNGRB) has roll out a plan for five year of CGD Network Development in 333 cities. Muzaffarnagar is one of the city considered in the roll out plan. PNGRB has invited bids for Jhansi geographical area, which is a part of Bundelkhand.
Further, subject to obtaining various approvals and meeting the Statutory norms, 4 and 3 new Auto LPG Dispensing Stations (ALDS) are proposed to be set up during the next three years by Oil Marketing Companies (OMCs), in Bundelkhand area and Muzaffarnagar area respectively.

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:-
(a) whether the Government has formulated any plan to prevent the brain and other fatal fever spreading in the country including Uttar Pradesh;
(b) if so, the details thereof, State-wise;
(c) whether any study has been conducted by the Government to ascertain the reasons for the spread of such fevers; and
(d) if so, the details thereof and if not, the reasons therefor?
ANSWER
THE MINISTER OF STATE FOR HEALTH & FAMILY WELFARE (SHRI DINESH TRIVEDI)
(a) & (b): Yes. Government of India under its National Vector Borne Disease Control Programme (NVBDCP) has developed a strategy for prevention and control of brain fever mainly Japanese Encephalitis (JE) / Acute Encephalitis Syndrome (AES) and other fatal fevers viz. Plasmodium falciparum Malaria and Dengue, in the country including Uttar Pradesh. The strategy advocates for integrated vector control, early case detection and complete treatment, and behaviour change communication. Government of India provides technical support and also supplements the States by providing funds and commodities as per their annual requirements approved under National Rural Health Mission for carrying out the above stated activities. However, the programme is primarily being implemented through the State Governments.
(c) & (d): Japanese Encephalitis, Plasmodium falciparum Malaria and Dengue are seasonal in nature and endemic in different parts of the country depending on the environmental factors(e.g. mosquitogenic conditions like humidity, temperature, water-logging, and reservoir of infection in birds and animals) and human behaviour (e.g. actions like keeping uncovered water storage at construction sites, use of desert coolers without measures for source reduction, not using bed-nets by night and movement in vector-infested areas without preventive measures). Accordingly, the strategy focuses on integrated vector management, change in human behaviour and early case detection and prompt treatment to prevent and control transmission of these diseases.
