Sunil Shakder, president of S.K. Foundation, said in a statement that the government should start the dialogue process by first talking to Kashmiri Pandits who were forced to leave their homes in the state several years ago.

A former president of Kashmiri Samiti, Shakder said the chief minister had failed to prevent the separatists from taking centre-stage.

He said the state government had become “dysfunctional” and the central government should impose the governor’s rule.

“The problem of exodus of five lakh Kashmiri Pandits and subsequent displacement should be looked at from a humanitarian angle,” he said.
