New Delhi: The United States has admitted that all terrorists are not Muslim, particularly in the context of terror attacks in India. “Terrorists come from more than just Muslim backgrounds,” FBI Director Robert Mueller told India’s National Security Advisor M.K. Narayanan when the two were talking about rise of terrorism in India and counterterrorism cooperation between the US and India in a March 3, 2009 meeting.
According to the whistleblowers Wikileaks website, during the meeting Narayanan agreed with Mueller and admitted: “India is also seeing the beginnings of Hindu extremist groups that use violence.”

Earlier in the same meeting, Narayanan had told Mueller that India is facing problem in identifying the sources of radicalization as Muslim community lives side-by-side with Hindus. He had further disclosed that some Muslim leaders were confessing they were “losing control of their flock.” Narayanan also described a changing trend in terrorists being recruited to jihad. “While in the past Kashmiri terrorist recruits were vulnerable because they were economically disadvantaged, any of today’s terrorists were professionals who came from well-to-do backgrounds.”
During the meeting, Narayanan recognized the importance of the improved cooperation between the US and India since 26/11 terrorist attacks in Mumbai.
