New Delhi : The following are the questions raised by the Comptroller and Auditor General of India (CAG) regarding the contracts awarded by the Suresh Kalmadi-led Commonwealth Games Organising Committee (OC) for procurement of sports equipment during the 2010 Games:
1. Global tendering procedures were not met
2. Purchases were made on the basis of single tender
3. A boxing ring was found with older specifications
4. Half the badminton shuttlecocks were past their shelf life even before the event
5. Large numbers of procured equipment lying unused in stores raise doubts on the assessment process for purchasing sports equipment
6. Greg Bowman’s Great Big Events was given contract for sports presentation ceremonies wrongfully
7. Bowman was responsible for selecting the sports presentation team and instead hired his own company Great Big Events on nomination basis in 2010 for a period of 10 months at the cost of $502,0000
8. Audio video equipment for sports presentations was hired at exorbitant rates, through a highly flawed process
9. Delay in giving purchase order cost OC an additional expenditure of Rs.0.95 crore
10. In five cases, supply orders worth Rs.3.95 crore were issued even before the approval of the competent authority
11. In 19 cases, purchases worth Rs.3.17 crore were made on a single tender basis
12. Out of 19, 14 cases were of a single tenderer called as Swatantra Stores, Patiala.
