New Delhi : Acting on the apex human rights panel’s recommendations, Delhi Police have paid Rs.3 lakh compensation to the mother of a man who died in police custody in 2008, the panel said Friday.
“On consideration of various reports and material on record, the commission found that Vicky (victim) was ill-treated physically by police, resulting in his death. A case was also registered by Delhi Police for culpable homicide not amounting to murder,” said a National Human Rights Commission release.
Detained by personnel of Dhaula Kuan police station, Vicky was being taken to the Delhi Cantt police station on foot when he suddenly fell down, complaining pain in his stomach, and fell unconscious.
He was taken to Safdarjung Hospital where he died.
“As per medical opinion, possibility of acute pancreastitis as cause of death could not be ruled out. In the absence of any other disease, pancreastitis can be caused by the blunt abdominal injury only,” said the release.
It said that the metropolitan magistrate concluded that a commission of offence was made out as far as the cause of death of Vicky was concerned and the Delhi Cantt police station chief was directed to register a first information report (FIR).
Delhi Police have also informed the panel that a competent court is regularly monitoring the case.
