Patna: Janta Dal (United) MP from Bihar Maulana Gulam Rasool Balyawi expressed his displeasure at evasive answers to his questions in the Rajya Sabha yesterday.
Maulana Balyawi who became a Rajya Sabha MP in 2014 asked the Human Resource Development Minister about incidence of discrimination against dalit and Muslim children in schools and report on the government monitoring of the discrimination.

HRD Minister Smiriti Irani answered the three-part question in Rajya Sabha on March 9, 2015 but instead of providing any specifics she quoted provisions of Right to Education and regarding monitoring she said that feedbacks are referred to states. So in effect she refused to answer two parts and provide no specifics for one part of the question.
Talking to TwoCircles.net Maulana Balyawi said, “I am not happy with the answer of the HRD minister.”
Balwawi has shot off a letter to the Speaker asking for a detailed answer. “If I don’t get answers to my questions I will repeat my question,” said Balyawi to TwoCircles.net by phone today.
This is not the first time Government has been evasive. Last month Lok Sabha MP Asaduddin Owaisi also did not receive satisfactory reply on his questions on Kundu Commission report.
Question’s:
(a) the improvement registered in incidents of discrimination against dalit and muslim kids in
schools;
(b) whether Government has monitored the situation; and
(c) if so, the feedback received in this regard?
Answer’s:
(a) to (c): The Right of Children to Free and Compulsory Education (RTE) Act, 2009 provides for provisions for equity and non-discrimination against the children of disadvantage groups.
The Government of India has issued guidelines dated 26th October, 2012 to all States/UTs for implementation of clause (c) of Sections 8 & 9 of the RTE Act regarding non-discrimination of children belonging to disadvantaged groups and weaker sections in schools and for the State Governments and local authorities to take appropriate steps to ensure that all schools adhere to these guidelines.
38 Independent Monitoring Institutions have been engaged to monitor the implementation of key centrally sponsored schemes in all States/ UTs. The feedback, if any, provided by these institutions regarding incidents of discrimination against dalit and muslim kids in schools, is forwarded to respective States/ UTs for taking corrective action.
