The address by the premier will deal with the Lebanese crisis, namely failure to elect a new president for the country, said Marwan Hamadeh, the Minister of Communications, in an interview with the local Voice of Lebanon Radio Wednesday.

Al-Siniora’s government has decided to boycott the summit, to be held in Damascus and chaired by President Bashar Al-Assad with whom the Beirut government has been at loggerheads since assassination of the former premier, Rafic Al-Hariri in 2005.

Leaders in the March 14 Movement, in which Al-Siniora is a leading figure, has accused Syria of being behind the assassination. Damascus denies the charge.

Lebanon has called for holding a meeting of the Arab ministerial council or a top-level meeting outside Syria, Hamadeh said, affirming that the Beirut leadership has reservation on holding it in the Syrian capital.

The local government took the decision to refrain from atteding the summit at a session on Tuesday.
