Under the arrangement, approved by Congress last week, Libya will place about $800 million into a fund to compensate victims and their families. The deal settles existing lawsuits and grants Libya immunity from any further legal action.

The fund includes those who have not already been compensated in connection to the 1988 bombing of a Pan Am flight over Lockerbie, Scotland.

The agreement is a key part of Washington’s renewal of ties with Libya, which began in 2003 after Tripoli denounced terrorism and agreed to dismantle its weapons of mass destruction programmes.
