(a) According to the information provided by the University of Delhi 12 and 7 appointments under the categories of SCs and STs respectively, have been made to the post of permanent Lecturers in the University of Delhi during the past one year.
(b) 38 Lecturers under SC category and 14 Lecturers under ST category have been appointed against the quota of 85 and 38 posts for Scheduled Casts and Scheduled Tribes respectively.
(c) & (d) During the year 2009, the University of Delhi has advertised 24, 7 and 51 posts of Lecturers under SC, ST and OBC categories respectively.

Will the Minister of PERSONNEL,PUBLIC GRIEVANCES AND PENSIONS be pleased to state:-
(a) whether Government is aware that the selected candidates for UPSC Exam are allotted interview dates on the basis of community, that is OC, OBC, SC and ST, and that this segregation has resulted in SC and OBC candidates invariably getting lower marks than the candidates from OC category;
(b) whether this segregation is not against the spirit of Social Justice enshrined in the Constitution of India;
(c) whether the Interview Boards are aware of the communal background of the candidates; and
(d) if so, what is the guarantee that marks awarded would not be from bias?

(a) : Yes, Sir. The segregation is as per the MHA`s OM No. 1/1/70-Estt (SCT) dated 31st July, 1970 which provides that the interview for Scheduled Caste/Scheduled Tribe candidates should be held on a day or sitting of the Selection Committee other than the day or sitting on which general candidates are to be interviewed so that Scheduled Caste and Scheduled Tribe candidates are not judged in comparison with other general candidates and the interviewing authority/board is/are prominently aware of the need for judging the Scheduled Caste/Scheduled Tribe candidates by relaxed standards. Thus the Question of getting lower marks by the reserved community candidates due to this segregation does not arise.
(b) : The segregation of candidates, in fact, is aimed at reinforcing the spirit of social justice enshrined in the Constitution of India.
(c) & (d) : The community status of the reserved category candidates are not divulged before the members of the Interview Board except the Chairman of the Interview Board. Therefore, the question of being biased in awarding marks due to awareness of communal background of candidates by the Board of Interview does not arise.

(a): As per data available with the Ministry, the drop out rate of SC students in primary (classes I-V), Upper Primary (classes I-VIII) and Secondary (classes I-X) stages, has decreased from 41.47%, 59.91% and 71.92% in 2002-03 to 35.96%, 53.05% and 69.01% respectively in 2006-07. Similarly, drop out rate of ST students in primary (classes I-V), Upper Primary (classes I-VIII) and Secondary (classes I-X) stages, has decreased from 51.37%, 68.67% and 80.29% in 2002-03 to 33.15%, 62.54% and 78.66% respectively in 2006-07.
(b) & (c): A multi-pronged approach has been adopted under Sarva Shiksha Abhiyan (SSA) for reducing drop out rates. These include, interalia, strengthening of schools, improving the quality of education through improvement in school infrastructure, recruitment of additional teachers, provision of annual school grants, regular training of teachers and regular academic support of teachers etc. In addition, interventions under SSA aim at building community support, flexible schooling for the hardest to reach children, special provisions to promote education of girls through Kasturba Gandhi Balika Vidyalas (KGBV) and National Programme for Education of Girls for Elementary Level (NPEGEL) as well as children with special needs. The Mid- day-Meal programme also complements the strategy to reduce dropout rates.
The Government of India launched a Centrally sponsored scheme called “National Scheme of Incentives to Girls for Secondary Education” with an objective to promote enrolment of girls belonging to weaker sections of the society, to ensure their retention at least till completion of 10th class and preferable till XII class, to reduce their drop out at secondary and higher secondary stages.

(b) The minimum (essential) educational qualification prescribed for the post of Director General, CCRT is a good academic record with First Class or High Second Class Post Graduate degree in Cultural Anthropology/ Ancient History/ Indian Art.
(c) No. At the time of appointment of the present Director General, CCRT, the then Chairman of CCRT, had proposed relaxation of the minimum essential qualifications and experience prescribed for the post, whereafter the Departmental Promotion Committee in its meeting held on January 21, 1998, reviewed his CRs and decided to appoint him as Director General, CCRT.

(a) whether the parameter set by the higher authorities of the Education Department for taking action against a teacher stopping his/her promotion or increment if their students don’t perform well in the annual examinations, can’t be adopted in the institutes of higher learning particularly the Indian Institutes of Technology (IITs);
(b) whether as per the present trend in IITs most of the SC and ST students are suffering a lot on the ground that their performance are not up to the mark;
(c) if so, whether any IIT has taken any action so far against their teachers in this regard; and
(d) if so, the details thereof?

(a): There is no parameter set up in Higher Education, including Indian Institutes of Technology (IITs), for taking action against teachers if their students do not perform well in annual examinations.
(b) to (d): It is not correct to say that most of the Scheduled Caste (SC)/Scheduled Tribes (ST) students are suffering on the ground that their performance is not upto the mark. For SC / ST students, who perform poorly, special efforts are made to help them through guidance and counseling. Separate cells to assist the students from weaker sections are available to solve their day to day problems.
