Pakistan committee approves establishment district boards to ensure quality education

Islamabad : The Steering Committee of National Commission for Government Reforms (NCGR) Saturday approved establishment of district boards and separation of teaching and management cadres to improve educational infrastructure and quality of education at the local level.

President General Pervez Musharraf and Prime Minister Shaukat Aziz chaired the meeting held at the President’s Camp Office in Rawalpindi. The Committee decided that the provincial governments would delegate powers for recruitment, posting and transfer of teachers to District Governments. It also approved creation of an Endowment Fund for grant of merit-based scholarships to the talented and deserving students in private schools.

The Committee considered a number of proposals made by the Commission for bringing about improvements in the recruitment system, training strategy, selection of chief executives in the public sector, and education sector at the local level.

In keeping with the change in trend from generalisation to specialization, the Committee approved the proposal for revision of system for recruitment of candidates possessing job-specific qualifications.

A number of measures for strengthening training system and improving the professional skills of the government servants during service were also approved.

Noting the lack of training mechanism for ex-cadre officers, the Committee approved centralized system of training for all government servants by the Establishment Division.

Similarly, in order to bring about transparency and to ensure institutionalized selection of appropriately qualified Chief Executives for the public sector organizations, the Committee decided that in future all such appointments in the key public sector organizations would be made on the recommendations of the relevant research committees.

Chief Ministers, Chairman National Reconstruction Bureau (NRB), Chairman Federal Public Service Commission (FPSC), Rector National School of Public Policy and other senior officers attended the meeting.

This was the second meeting of the Steering Committee which is the highest forum for approval of recommendations of the Commission, established in April, 2006 under the chairmanship of Dr.Ishrat Hussain, former Governor State Bank of Pakistan for improving governance at the national level so as to improve the quality of life of the ordinary citizens.
