Ranchi : A huge chunk of population in Jharkhand continues to be deprived of jobs due to the government's failure to formulate a new policy to identify domiciles in the state.
The government had in 2001 devised a policy stating that only those residents of the state were to be considered domiciles whose ancestors' names figure in land records.
The last land survey was conducted in 1932. Going by those records, people who migrated here after 1932 and purchased land and property would not be considered domiciles.
The move caused a stir, sparking widespread protests across Jharkhand in 2002. Seven people were killed in clashes between pro- and anti-domicile protests.
The same year, the Jharkhand High Court asked the government to formulate a new domicile policy. But this has not happened.
According to an estimate, only 54 percent of the population has the ancestors' names in the land records of 1932. The sufferers are not only the outsiders but many landless tribals too.
