Olmert made the remarks in a four-way summit at this Red Sea resort which aims to ease the current grave situation in the Palestinian territories and activate the stalled Mideast peace process.

Terming the move as a gesture of goodwill towards the Palestinians, Olmert said that he would ask the cabinet to approve "a proposal to free 250 Fatah prisoners who do not have blood on their hands after they sign a commitment not to return to violence."

Olmert said he did this because "all Palestinians know that those who are ready to maintain relations of peace and reconciliation with us will receive a hand extended in reconciliation."

Turning to captive Israeli soldiers, Olmert reiterated that his country will not cease its efforts to free Gilad Shalit, who has been held in the Gaza Strip since last June by Palestinian militants, and other two Israeli soldiers kidnapped "by extremists."

"We are acting to secure their release and I will spare no effort in returning them home," said Olmert.

Olmert appealed to the families of the Palestinian prisoners, saying "as important as it is for your sons to return home, so too is it as important for us."

Earlier on Monday, Hamas' armed wing, the Ezz el-Deen al-Qassam Brigades, released an audio message for the Israeli captive corporal Shalit to mark the one-year anniversary for his abduction.

It was the first time that Hamas released a recorded message since its armed wing, along with another two armed groups, kidnapped Shalit in an armed attack on an Israeli army base in southeastern Gaza Strip.

Hamas, the Popular Resistance Committees and the Army of Islam still stick to their demands to exchange the soldier for a number of Palestinian prisoners.

Besides Olmert and Abbas, Egyptian President Hosni Mubarak and Jordanian King Abdullah II also attended the summit.
