The Canadian spoke Monday at meetings preparing for the second World Conference on the topic, announced for next year in Durban, South Africa.

Arbour said there has not been enough effort in the world to eliminate discrimination, and governments have failed in recognizing racism as a significant problem.

She said national laws to ensure elimination of racial discrimination are not adequate, or are insufficient, leading to the continued suffering of vulnerable groups and impunity for abusers.
