Director General of Police (DGP) N.S. Aulakh said the ISI had a hand in recent terrorist activities in the state, particularly the bomb blast in a crowded cinema hall in the industrial city of Ludhiana last month, in which 30 other people were also injured.

The police had arrested a group of youth allegedly belonging to Babbar Khalsa terrorist outfit who were said to have been planning assassination of heads of various sects, especially Dera Sacha Sauda sect chief Gurmit Ram Rahim Singh.

Fifteen people, including the mastermind Gurpreet Singh, were arrested and nearly 19 kg of RDX was recovered from them.

“We have evidence of the ISI hand in this (Ludhiana blast). The boys were local youth from Ludhiana and Phagwara areas,” the DGP told reporters here.

But Aulakh chose to allay fears that terrorism was getting revived in the state that saw a bloody phase between 1982-95.

“We cannot term these incidents as revival of terrorism in the state. These are isolated incidents. In fact, the law and order situation in Punjab is much better now. The plan of these youths was directed at the dera (sect) heads,” Aulakh pointed out.
