The blast inside the residential building was a terror attack, Brigadier Abdul Krarim al-Jubury of the Mosul police told Xinhua.

The blast took place at about 4:10 p.m. (1310 GMT) before the Iraqi security forces and U.S. troops were about to enter the building on tips that explosives were inside, according to the police officer.

Witnesses said that the explosion is very powerful, which caused dozens of casualties including women and children.

Mosul, some 400 km north of Baghdad, has been the hotbed of insurgency and sectarian violence since the U.S.-led invasion broke out in 2003.
