Syria believes that the “10+10+10” formula was the most appropriate to address Lebanese presidential standoff, which means that the opposition, loyalists and president would each elect 10 cabinet members, the report, tabled by Moussa to Arab foreign ministers, who concluded their meeting about Lebanese earlier today, said.

This formula, added the report, would guarantee that there would be no “winner and no loser” between the Lebanese parties.

Moussa said in his report that Syria was backing his mediation between the Lebanese parties in a drive to seek implementation of the Arab plan despite all difficulties facing the conflicting parties in Lebanon.

The report called for continued efforts by the Arab countries to remove all obstacles derailing the election of a Lebanese president.

The report noted Syrian dismay because it was asked to pressure its allies in the Lebanese opposition at a time Damascus was not seeing similar pressure on the majority by certain Arab and international parties.

Moussa had recently carried out a shuttle diplomacy between Beirut and Damascus in a bid to narrow gaps to elect a president.
