Kathmandu : The Seven Parties Alliance (SPA) of Nepal unblocked the transition process with a package of accords and flexibility, said spokesman Krishna Bahadur Mahara.
The package empowers the 601-strong Constituent Assembly to elect or remove the prime minister, the president and vice president by majority vote and amend the Constitution and peace accord.
It also proposes to merge within six months the regular army and the National Liberation Army, armed wing of the Communist Party of Nepal-Maoist (CPN-M) in the struggle against the Monarchy.
Yet they diverge on the membership of the future National Security Council (NSC) that will manage defense.
The National Congress Party will not join the CPN-M-led SPA for it wishes its leader Girija Prasad Koirala to be appointed president.
It plans to submit the proposal to the Assembly in a separate project but the CPN-M, winners of the elections, reject the demand along other forces.
