Kuwait will be represented at the meeting by Deputy Prime Minister and Foreign Minister Sheikh Dr. Mohammad Sabah Al-Salem Al-Sabah, who arrived here last night.

Arab League Secretary General Amr Moussa had said, in a statement yesterday, that the ministerial meeting would try to find a solution to the “dangerous and critical” situation in Lebanon, stressing the need for “a solution that guaranteed all Lebanese parties their entity and stability.”

Moussa added that the Arab League’s stance continued to be based on the Arab initiative, noting the intensive contacts between foreign ministers to find an exit from this situation in line with this initiative.

On his part, the League’s Special Envoy to Lebanon Ambassador Hisham Yousef said that there were a number of proposals by Egypt — the country that called for this emergency meeting — and from Yemen, while deliberations were ongoing to reach a common vision to present to the foreign ministers during their meeting today.

He said that at present, the focus was on assisting Lebanon in overcoming this crisis, hoping that an “Arab consensus” would be reached over the stance that would be declared by the ministers and the measures to be taken.
Yousef said that failure to implement the Arab initiative was one reason behind the deteriorating situation in Lebanon, which was something the League had warned about in the past.

No requests were made by the Lebanese pro-opposition or majority to be presented at the meetings, but they will take part in the talks, he added.

On the absence of the Syrian and Lebanese foreign minister, Yousef said, “The situation in Lebanon is very grave and the participation of everyone, at the highest level, is required.”

Some Arab countries will not be able to participate at the ministerial level, but will be represented all the same, he explained.
Hopes are pinned on this meeting, which official and popular circles says can result in a unified Arab stance that will assist Lebanon in overcoming its crisis and prevent it from slipping into civil war.
