“We have a new proposal. I would like very much to present it to them,” Solana told reporters before attending an EU foreign ministers’ meeting in Brussels.

“I still don’t have a date but it will be soon, I hope. I met (Iranian Foreign Minister Manouchehr) Mottaki in Lebanon yesterday,” he said.

The United Nations’ five permanent Security Council members — Britain, China, France, Russia and the United States — and Germany made a new offer of incentives based on that made two year ago to Tehran in an effort to persuade the country to halt uranium enrichment.

On behalf of the six nations, Solana has held talks with top Iranian negotiators for several rounds, trying in vain to persuade Iran to accept the incentives on the condition that it suspends enrichment activities.

Iran says it has the right to develop civilian nuclear programs, denying accusations by the West that it aims to develop nuclear weapons.
