“The state government has already trained 16 deputy superintendents of police (DSP) in Punjab, who would be appointed in the CCS, while special investigation teams would be pressed into action to fight criminals and their collaborators at both political and non-political levels,” said a senior home department official.

Seven senior detectives of Delhi and Mumbai Police would guide CCS officials in the initial stages.

The Tripura government has also constituted a police accountability commission (PAC) headed by former Kolkata High Court judge Deepak Kundu to make the law enforcing agency more accountable to the people.

“A notification has already been issued earlier this month detailing the functioning and responsibility of the three member commission,” the official added.

The commission shall inquire into allegations of death in police custody, grievous injuries of any detainee, rape or attempt to commit rape, arrest or detention without due process of law, violation of human rights and complaints of corruption against police personnel.

Meanwhile, the Tripura Human Rights Organisation (THRO) reiterated its demand for setting up a human rights commission (HRC) in the state to safeguard civil society from both criminal and police atrocities.

“We have been demanding a HRC in view of the increasing instances of human rights violation in the northeastern state but there has been no positive result so far,” Purosuttam Roy Barman, THRO secretary, told reporters here Tuesday.

Roy Barman said the National Human Rights Commission had long been asking all the state governments to constitute state HRCs.

According to him, among the eight northeastern states, only Assam has formed the commission.
