New Delhi: The Kerala Law Reforms Commission has come up with 104 draft bills to reform the existing laws in the Southern state. Some of the draft bills are related to Muslim issues like Muslim marriage, talaq and relief for Muslim women after divorce.
The Commission, set up in 2007, submitted its 211-page final report to Kerala Minister for Law and Sports M. Vijayakumar on 26th January 2009. The Commission, headed by former Supreme Court Judge V.R. Krishna Iyer, has put the 104 draft bills intending to reform laws on its web site for public scrutiny and suggestions: http://www.keralalawcommission.nic.in/home.html
“All the 104 Bills are now accessible to anyone. The purpose is that all interested persons must use this opportunity to scrutinise and offer their creative criticism, if any, to the special officer in the Law Department. The public and the legislators may be aware of the laws even before they are placed before the legislature,” Justice Iyer said.

The terms of reference for the Kerala Law Reforms Commission were:
a. To rectify defects in the existing Laws.
b. To repeal obsolete or unnecessary enactments.
c. To consolidate, modify and reform the existing Laws.
d. To simplify or modernize the laws.
e. To adopt new and more effective methods for the administration of the Law.
f. To systematically develop and reform the law.
g. To provide training to the officers for legislative drafting.
h. To provide training for the legislators in the legislative process.
i. Matters to be implemented jointly by the Legislature.
Parliamentary Affairs Department and Law Department regarding Legislation.
j. Steps to be taken by various Government Departments regarding legislation.
k. Other matters to be considered in the field of legislation in the new world order.
