The new mandate begins Tuesday amid a growing Taliban insurgency against NATO and US-led troops.

The council called on the international forces, known as ISAF, to increase the functionality, professionalism and accountability of the Afghan security forces. ISAF should encourage Afghan forces to become self-sufficient, accountable and ethnically balanced, the resolution said.

Thousands of troops from many countries in ISAF have been helping Kabul to maintain security and build stronger security forces.
