The record average price, which comes within days of a 1p a litre hike in fuel duty, breaks £1.19 per litre reached in the summer of 2008 when oil price soared to over $145 per barrel before falling back.

The government has faced a series of protests in recent years mainly from hauliers and farmers and including blockades of refining plants and distribution centres.

The average price of unleaded petrol is now 12 pence more than at the beginning of the year, also reflecting that Brent crude rose to an 18-month high of around $86 a barrel.

Motorists in Britain have suffered from various peaks and troughs since 2006, when the average cost of petrol was nearly half the current price.
