New Delhi : The CAG report on the Commonwealth Games has found deficiencies by the Delhi Development Authority (DDA) in the development of competition and training venues at three sports complexes.
For the Games, the DDA had developed competition and training venues at Siri Fort Sports Complex, Yamuna Sports Complex and Saket Sports Complex at a total cost of Rs 561.50 crore.
The audit report found inadequacy in the selection and performance of architect bureau of GSA Group consortium, the design consultant for the archery venue, training venues and refurbishment work at Siri Fort, Saket and Yamuna complex.
The report pointed that the award was based on a single financial bid.
“We found significant deficiencies in the procurement of chairs, contracts for synthetic surface for table tennis court and maple wood flooring at the venue,” it said.
The states that in Yamuna complex, Brahmaputra Infrastructure Ltd installed 211 upholstered chairs at the archery venue for Rs.17,740 a chair, for which justification was prepared for at Rs.13,764 without obtaining market quotations.
As for the synthetic surface laid for table tennis, the Organising Committee (OC) gave the tender to Freewill Infrastructure Pvt Ltd at a tender cost of Rs.1.29 crore.
The awarded rate per sq km was Rs.2,943.25, the justified cost on the basis of actual cost of import by the agency worked out to Rs.1,188.52 per sq metre, which indicated exorbitant margins of 148 percent.
Meanwhile, the prices paid for the maple wood flooring in three sports complexes was given by DDA to Paraquet Furnishers Pvt Ltd through a common tendering at a lower rate of Rs.3,462 per sqm.
“Strangely, it allowed the third contractor (Brahmaputra Infrastructure Ltd) to continue to work at a higher rate,” the report said.
