After Wal-Mart, promotion quota bill disrupts Rajya Sabha

New Delhi : After the Wal-Mart issue, it was the promotion quota bill which again disrupted proceedings of the Rajya Sabha Tuesday, forcing the chair to adjourn the upper house twice post lunch as the government tried to take up the legislation.

While question hour was lost to protests of lobbying by Wal-Mart, Samajwadi Party members started shouting slogans against the constitution amendment bill for quota in promotions as Minister of Personnel V. Narayanasamy tried to take it up for discussion.

The house was first adjourned till 3 p.m., and then till 4 p.m. as Samajwadi members trooped near the chairman’s podium, shouting slogans.

The Samajwadi Party has been against the bill which seeks to provide reservation in promotions in government jobs for the Scheduled Castes and the Scheduled Tribes.

Earlier, the question hour was disrupted with the Bharatiya Janata Party raising the report of lobbying by Wal-Mart.

An angry Rajya Sabha chairman Hamid Ansari even proposed to reschedule question hour or “dispense with it entirely” because of frequent disruptions by members.
