Ahmedabad/New Delhi : Gujarat Chief Minister Narendra Modi Friday wrote to Prime Minister Manmohan Singh opposing the proposed powerful counter-terror intelligence hub.
Stating that the notification is a clear violation of the provisions of federal structure and an attack on the rights of states, Modi demanded to annul the order with “immediate effect.”
“The order will adversely affect the rights given to the states for the maintenance of law and order,” he said in his letter.
Modi is among the seven chief ministers who have opposed the National Counter Terrorism Centre (NCTC).
The notification implies that all the intelligence and probe agencies of the nation will have to carry out an assisting role to NCTC.
“The NCTC is also given the rights of arrest under Unlawful Activities (prevention Act) and of search.
“In fact, the constitution has put the subject of law and order in the state list and it is under state’s power to carry out probe in matters related to law and order and police,” he said.
The powerful anti-terror agency, a brainchild of Home Minister P. Chidambaram, will integrate and analyse inputs on terror threats in India. It becomes functional March 1.
It allows central government agencies to make arrests or searches in terrorism-hit states without seeking permission from their governments.
