Beemapalli Firing: Govt sitting on judicial report for 6 months

Thiruvananthapuram: The Ramakrishnan Commission had submitted its investigation report on Beemapalli Police firing to the Kerala Govt on 4th January 2012 and the 1952 law under section 3(4) regarding the Commission reports directs the govt to submit a judicial commission report in the assembly within 6 months. The UDF govt in Kerala has failed in keeping this deadline as it could not submit the judicial report along with the action taken report on or before 4th July 2012.

The report was taken for discussion in the ministerial meeting held on 3rd March and now with its reluctance in submitting the report before the assembly, there are doubts on whether the Govt fears the report exposing the communal bias and Mafia nexus of the Kerala Police.

It was on 17th May 2009 the Police without any provocation broke into and fired at the innocent fishing community of Beemapalli, who actually then were involved in their daily occupational routines. Five innocent Muslim fishing community members were brutally shot to death and a boy playing cricket at the beach was beaten to death using the bayonet of a gun. Some 52 among them got injured and many of them are still unable to stand sound and find their livelihood.

It was on 22nd May 2009 a ministerial meeting of the then Left Front Govt decided to appoint a judicial commission to probe the incidents which led to the Police firing. The judicial investigation underwent a rather slow pace and took more than two years to complete.

The district judge K Ramakrishnan’s judicial enquiry report on the Beemapally police firing had earlier clarified that, all those killed in the Police firing were shot on the upper parts of the body. The report thus pointed out serious lapse from the part of district police and administration. The report accuses the police of being extremely careless while handling the situation. The police fired at the locals, in unwarranted circumstances without even carrying out the normal procedures before firing, the judicial report said. The locals were even chased by the police while they were running back. The other astonishing thing is that while firing at a mob, which the Police describe as aggressive and armed, not even a single Police officer was injured.
