“Any, even the most perfect structure that involves changes, needs a year to become functional,” the Russian prime minister said Tuesday.

“No government has that year – we have to keep on ticking, deal with current tasks and implement reforms that are overdue in the economic and social spheres,” he added.

On May 8, Russia’s new President Vladimir Putin in a decree appointed Medvedev as the country’s new prime minister, within an hour of Russia’s State Duma, or lower house of parliament approving his nomination.

Lawmakers voted 299-144 for Medvedev’s appointment. He was backed by two of the four Duma factions, the United Russia and the Liberal Democratic Party of Russia.
