Earlier this week, the state government had written to the poll panel asking for two-phased panchayat polls.

The commission, however, sent a fresh letter to the state government, pitching for a three-phased poll schedule.

Earlier, the state government and the commission had differed on the use of central paramilitary force personnel for the election.

While the commission felt that the central forces were needed, the state government initially favoured holding the polls by deploying only state police personnel.

Both opposition Left Front and Congress had asked for three-phased elections arguing that it was necessary to ensure peace and impartiality.
