New Delhi: The criteria for the appointment of Urdu teachers in schools have been modified to make it more flexible for the expansion of Urdu language.
Ministry of Human Resource Development. had launched a Centrally sponsored Scheme for the expansion and propagation of Urdu language in Elementary and Secondary schools of India . But due to a mandatory condition of having 25% Urdu speaking people criteria the scheme was not being implemented by Assam like states where the requisite number of Urdu speaking people are not available.
All Assam Madrassa Educated Youth Association (AAMEYA) has been pressing for the modification of the scheme by deleting the condition by the Ministry of HRD. AIUDF leader and MP Badruddin Ajmal made several attempts since 2009 to make the Scheme amended and raised questions in the Parliament many times. Besides, he also met the former HRD Minister Kapil Sibal several times and present HRD Minister Pallam Raju but not much headway could be made.
Ajmal then led a delegation of AAMEYA under its leader Prof. Nazrul Haque Barbhuiya to the Prime Minister Dr Manmohan Singh and sought his help to amend the situation. The PM took serious note and wrote to HRD Ministry in this regard and finally the Scheme has been modified for the expansion of Urdu language. This will give an opportunity to thousands of Madrassa educated youths to be appointed in Elementary and Secondary schools of Assam.
“The Government of India would provide financial assistance for appointment of Urdu teachers where 15 or more students in a class opt for it. The state Govternment may appoint contractual teachers. The appointment of permanent teachers of Urdu language may be made in places/schools where demand for Urdu language is persistently higher than 15 in a class so that permanent Urdu teachers do not remain idle. The previous criteria of appointment of Urdu teachers in any locality where more than 25% of the population is from Urdu speaking community has been changed” reads new guideline of HRD to the states/UTs.
It is to be noted that the Government of Assam had already sent a proposal to the Ministry of HRD in January 2011 to sanction 1006 no’s posts in Upper Primary and 1773 no’s posts in Lower Primary Schools of Assam.
This modification will allow Ministry of HRD to sanction all these posts for the Madrassa Educated Youth of Assam.
