Did Cabinet approve inclusion of the communities that are already in the OBC list?

New Delhi: Union Cabinet chaired by the Prime Minster Narendra Modi yesterday approved amendments to the Central List of the Other Backward Classes (OBC) for Gujarat and Uttarkhand. The decision, according the press release, propose to include two communities each in Gujarat and Uttarakhand.

However, the proposed communities are already in the Central List.

Sipahi and Patni Jamat or Turk Jamat were originally added to the Central List of Gujarat OBCs via a Gazette Notification on September 13, 1993. Similarly, Kahar, Tanwar, and Singhariya were added to the Central List of OBCs for Uttarkhand on December 8, 2011.

Communities, castes, sub-castes added to the Central List makes invidividuals from those communities eligible for reservation benefits in government jobs and central educational institutions as well as benefits from welfare schemes for the OBCs.

Communities are added following advice given by National Commissino for Backrward Classes (NCBC), a body under the Ministery of Social Justice and Empowerement. The advice by NCBC is binding on the Central Government.

A total of 35 notifications have been issued so far adding 2404 “entries” in the Central list of OBCs for 24 States and 6 Union Territories. The last such notification was issued on July 14, 2015.

We have not been able to reach out to the NCBC to find out if this has been a mistake.
