Manmohan Singh is expected to address the conference, which began Tuesday.

There is mounting pressure on Home Minister Shivraj Patil to resign after he came under attack from opposition parties who have described him as the “weakest home minister”.

The opposition parties have criticised his handling of the security situation in the country following the terrorist attacks in Jaipur, Bangalore, Ahmedabad and the latest in Delhi on Saturday.

Five explosions hit crowded markets in Delhi Saturday evening, killing 24 people and injuring around 100. A group calling itself the Indian Mujahideen has claimed responsibility for the bombings.
