“The governor Saturday afternoon returned the ordinance and asked the government to seek approval of the cabinet and then send it to him,” an official at Raj Bhavan told IANS.

The government Thursday cleared the ordinance to regularise the houses which have been constructed without approval of the authorities.

On the directive of the Jharkhand High Court, a demolition drive is going on in the entire state against unauthorised buildings and encroachments.

The drive is targeting the unauthorised buildings constructed on government land, green areas and which have no sanctioned plans.

The cabinet cleared a rehabilitation policy for those people whose houses are constructed on government land and have been demolished. The below poverty line families will get alternative houses.

The government sent an ordinance to the governor without seeking approval of the cabinet to regularise the houses constructed without the approval of building plans.

There are 1.70 lakh houses in Ranchi and more than 1.50 lakh have been constructed without the approval of the authorities.

The demolition drive is believed to have claimed 13 lives and rendered more than 1.20 lakh people homeless in the state.
