Governor Syed Sibte Razi started his address to the house at 11.30 a.m. on the opening day of the budget session. As soon as Razi began his address, leader of opposition Arjun Munda of Bharatiya Janata Party started his parallel speech. The speech of Munda ended when the governor wound up his speech.

While the governor enumerated the achievements of the state government in social, economic, education, health and other sectors, Munda spoke about its failures.

“The Madhu Koda government is protecting the corrupt officials in the state and the ministers are involved in the plunder of the state coffer,” said Munda in his speech.

The house was unable to clearly hear either the governor or the leader of the opposition.

“What is the need to hear the governor’s address to the house? The state government has not fulfilled what was promised in the governor’s last speech. It is useless to hear the false achievements of Madhu Koda government,” Munda told reporters.

Koda replied: “The opposition is issueless and they adopt propaganda to save their skin.”

Congress legislator Niel Tirkey, who has been on a hunger strike for the last nine days to protest the policies of the state government, was absent from the house.
