Islamabad : Hizb-e-Islami Afghanistan (Hikmatyar) has hinted to hold talks on a U.N proposal to deploy forces from Islamic countries in Afghanistan to replace the U.S.-led coalition troops.
Hizb-e-Islami in a policy statement issued in Afghanistan and received here on Sunday said Islamic forces could be deployed if Afghans insist on the deployment and consider the step necessary for establishment of peace.
He said the Islamic forces must be from those Islamic states which do not support any particular group and that the forces must be deployed outside cities and stationed at military bases and act only when all Afghan sides agree.
Hizb-e-Islami said that intra-Afghan talks can only produce results when invaders give powers and authority to the U.S.-backed Afghan government to talk to Mujahideen about the withdrawal of foreign forces and other key issues and that Americans will honor all agreements and decisions to be made in intra-Afghan dialogue.
If these two basic conditions are accepted, then talks could be held on a proposal from the United Nations that forces from Islamic states should be deployed in Afghanistan to replace the US-led coalition forces, it said.
The group termed recent reconciliation offers from the Afghan government just a propaganda, aimed at easing pressure on the Afghan government from the public who want the rulers end fighting or quit government and hand over power to those who have the capability to steer the country out of crisis.
The Afghan rulers are not sincere in intra-Afghan dialogue and their foreign supporters have not given them the authority to resolve the crisis as they still only talk about the surrender of Mujahideen, it added.
The statement said Afghans are fighting and are suffering from the consequences of war as their homeland has been invaded by aliens, adding they do not see any other way but to fight.
War will continue as long as invasion continues, it said.
The statement said that peace can’t be maintained in the presence of foreign forces, adding freedom-loving Afghans will never lay down arms unless all invading forces withdraw from every corner of the homeland and Afghans establish Islamic government of their choice in a sovereign and independent Afghanistan.
The statement said intra-Afghan talks can only produce results when invaders give power and authority to the Afghan government to talk to Mujahideen on the withdrawal of foreign forces and other issues.
A sovereign and strong government, the statement said, can only be set up in Afghanistan when it is elected only by majority Afghans as Russians failed to install a strong government through imposition of a small group, the Hizb-e-Islami said.
