Salvano Briceño, director of the International Disaster Reduction Office, said China has suffered the worst storms in 50 years which have affected electricity, water and other services.

He said the Beijing government estimates that the direct cost of this exceeds 7 billion dollars.

The UN expert said the world must prepare for all kinds of disasters and “reducing vulnerability, faced with these unexpected extremes, should be a priority for all governments.”

The official recalled that two of the 10 provinces, hit with those heavy snowfalls were southern Hunan and Guizhou, which are known for their subtropical climate.
