Infiltration from across international borders on the rise, says Indian PM

New Delhi : Indian Prime Minister Manmohan Singh on Tuesday said that infiltration of terrorists from neighbouring countries like Nepal and Bangladesh and through the sea was “on the rise”.

Singh added that a few extremist groups in the countrys northern most state Jammu and Kashmir were joining hands with “outside elements” to create an impression of turmoil.

Singh said this while speaking in New Delhi at the concluding day of the two-day conference of senior most police officials from different Indian states.

The Indian premier said that despite of the increase in infiltration bids from across the borders, the level of violence in Jammu and Kashmir was “perhaps at its lowest levels” since insurgency began in the state in late 1980s.

“There are certain developments that are worrisome. Infiltration across the Line of Control (border with Pakistan) and also via other routes such as Nepal, Bangladesh and the sea is going up.
Encounters with armed militants have become more frequent in recent weeks and months,” media reports quoted the PM as saying at the conference.
“We must not allow such situation to develop. It is imperative that these efforts are contained and checked,” he added.

The Prime Minister also expressed his concern over internal security, and termed the increasing incidents of Naxal violence within the country as the “gravest internal security threat”.

“I have consistently held that Left Wing Extremism poses perhaps the gravest internal security threat that we face. We have not achieved as much as success as we would have liked in containing it. It is a matter of concern that despite efforts, the level of violence in the affected states continues to rise,” he said while delving on internal security.
