Dikshit, who was addressing a function organised on the occasion of International Women’s Day, said efforts to improve security for women in the city were not just the responsibility of police but also of the city-dwellers.

“It is a matter of shame for each one of us to think that the capital city of India is considered the most unsafe city. It is not just police (but also) the society that should take some moral responsibility. In Ahmedabad, Mumbai and Chennai, the citizens take responsibility,” Dikshit said.

Even as the chief minister sought unified efforts to improve security for women in the city, a second year Delhi University student, in a shocking incident, was shot dead outside her college in south Delhi in the morning.

Radhika Tanwar, a resident of Naraina in west Delhi, was shot dead outside Ram Lal Anand College in Shantiniketan area.
