Kerala Muslim League amends party constitution

Kozhikode: The Kerala state committee of the Muslim League amended the party constitution after the suggestions put forward by the State Secretariat were approved by the State Council on Sunday. The important amendments include increasing the number of general secretaries from one to two, and the number of Secretariat members from 15 to 19, as well as the policy of one rank for one person.

The amendment also asks to acknowledge the Pravasi League (expatriates), Vanitha League (women), Dalit League, Karshaka Sangham (farmers) and State Trade Union as sister organizations and give them representation in the State Working Committee. Earlier only the Muslim Students Federation and the Muslim Youth League were accepted as sister organizations in the constitution.

The number of state secretaries has been retained at four. A small increase has been made in the membership fees. As per the one person one rank policy, those holding important positions like president, secretary and treasurer in the party or sister organizations should not hold any other positions. MLAs and ministers will not hold prime posts in the party or sister organizations. However, the rule is not applicable for central ministers and MPs. The amendment related to the number of general secretaries says that the party can have two general secretaries if needed, and it is not compulsory always.

The Council also approved a constitution and policies to have a unified form for the functioning of the Kerala Muslim Cultural Centre, a sister organisation working in the Gulf countries. A three-member Gulf Cell was constituted for giving advice and other matters related to the various KMCCs. General secretaries ET Muhammed Basheer and KPA Majeed, and former MP PV Abdul Vahab are its members.

The party will hold a membership campaign from November 1 to 15. Ward committees will be re-constituted by November 30, Panchayat Committees by December 15, constituent assembly committees by December 30 and District Committees by January 30, 2012. Schedule has been announced so as the new state committee will be in force on February 25, 2012.

The Muslim League will hold conventions in all districts to explain the contemporary political developments. The conventions will be held on September 12 in Thiruvananthapuram, 13 in Alappuzha, 14 in Idukki and Kottayam, 15 in Ernakulam and Thrissur, 18 in Wayanad, 19 in Kasargode, 21 in Palakkad and Kannur, and on October 8 in Kozhikode.

The amendments were made to make things clear at a time when the schedule to elect office-bearers of the organisation has been announced, said general secretary KPA Majeed.

The State Council asked the central government to do the necessary to accelerate the implementation of the Ranganath Misra Commission report, giving constitutional status to the Minorities Commission, amendment of the Article 93 of the Constitution, implementation of the central education law etc. It asked the state government to implement central projects for the all-round development of the coastal areas just like the Kuttanad Package.

State president Panakkad Syed Hyderali Shihab Thangal presided over the meeting. National secretary MP Abdussamad Samadani, Sadiqali Shihab Thangal, ministers Dr MK Muneer, PK Abdurabb and VK Ibrahim Kunju, vice-presidents PH Abdussalam Haji, Kalladi Muhammed, Adv A Muhammed and KV Muhammed Kunji, secretaries K Kutty Ahammed Kutty, MC Mayin Haji and Adv PMA Salam, Director of ‘Chandrika’ daily PV Abdul Vahab, Siraj Ibrahim Sait and Adv KA Hasan spoke. State general secretary ET Muhammed Basheer welcomed the meeting and state secretary TPM Sahir delivered the vote of thanks.
