Four of the five victims were public notaries who were heading to Nuevo Laredo city in Texas to take part in a conference with their colleagues, said Gustavo Adrian Garza of the state prosecutor’s office investigating the incident.

The Cessna aircraft, which apparently had engine trouble and crashed after the pilot unsuccessfully tried to return to the runway, went down Tuesday some 800 meters after take-off from the airport in the capital city.

The crash site was cordoned off by federal police officers.
