The soldier referred to an agreement within the German army which gives green light to shooting any Afghan civilian who is making suspicious moves like talking on the phone or running through the backyard screaming.

The decision was reportedly made after three German soldiers were killed in an ambush by Afghan rebels in April.

Civilians are supposed to be protected in war zones, according to humanitarian international law.
